Innovate Finance and Boston Consulting Group Launch New Report Setting Out How the UK Can Scale Its FinTech Success into Global Leadership
New research draws on interviews with 20 leading UK FinTech founders and CEOs, identifying the structural changes needed to turn domestic champions into global winners
London, 21 April 2026 – Innovate Finance, the independent industry body representing UK FinTech, today published a landmark report, Accelerating the Unicorn Landscape in UK FinTech, co-developed with Boston Consulting Group (BCG) with contributions from the Unicorn Council for UK FinTech, setting out the steps needed to secure the UK's position as the world's leading FinTech hub and enable its best firms to scale from domestic success to global competitiveness.
The report draws on interviews with 20 of UK's leading FinTech founders and CEOs, including members of the Innovate Finance Unicorn Council for UK FinTech, alongside a comprehensive review of global best practices and policy developments. It calls on government, industry, and regulators to act in concert, moving to a risk-open policy mindset, mobilising long-term domestic capital, rebuilding market access pathways, and strengthening talent incentives, so that the UK can retain and scale the world-class FinTechs it has already built.
The UK has earned its place as the world's second-largest FinTech market, behind only the United States, with more than 3,000 FinTechs now operating across the country, improving financial services for millions of consumers, expanding access to credit for SMEs, and anchoring thousands of high-value jobs.
However, the report warns that the window to act is narrowing. Capital invested in UK FinTech remained broadly flat between 2024 and 2025, even as markets such as India and Singapore recorded growth of more than 40% over the same period.
The report identifies four systemic areas of focus that are hindering UK FinTechs from making the leap from domestic success to global scale:
- A regulatory pace and risk appetite that remains misaligned with the speed of innovation, with approval timelines materially slower than competing markets
- A domestic capital gap, with UK pension funds now allocating only around 4% of their assets to UK equities, down from more than half 25 years ago
- A constrained adjacent market opportunity, with Brexit having removed passporting rights and only one EU equivalence decision granted to the UK, compared with 18 for the United States
- An insufficient equity and wealth-creation framework to incentivise entrepreneurs, innovators and highly skilled talent to choose the UK.
The report proposes four concrete calls to action: strengthening public–private collaboration, building a talent infrastructure fit for the next phase of growth, supporting greater depth in growth-stage capital, and enhancing mutually beneficial market access.
Janine Hirt, CEO, Innovate Finance, said: “FinTech is one of the UK's great success stories - a story of growth, inclusion, and real value creation for millions of people. Our largest and highest growth UK FinTechs have already had a tremendous positive impact on the UK economy and society. The opportunity ahead is even bigger - but it will only be realised if government, industry and regulators move forward together, faster. This report sets out exactly what needs to happen. The time to act is now. “
Kunal Jhanji, Managing Director and Partner at BCG said: "The UK is strong at creating FinTechs, but scaling them remains the challenge. A broader mindset and cultural shift that encourages wealth creation and supports more domestic capital, with greater risk appetite through to IPO, will be key to ensuring more of that value is built and retained in the UK."
